The purpose of this survey is to gather input on transportation issues and selected transportation projects within in the Pine Bluff/White Hall urban area. This information will be used as a guide in the developing the Year 2035 Transportation Plan for the Pine Bluff/White Hall urban area. In accordance with federal regulations the plan is required to address multiple modes of transportation including vehicles, bicycles, pedestrian, transit, and intermodal. Your input will assist the Southeast Arkansas Regional Planning Commission and the Metropolitan Planning Organization in preparing the Year 2035 Long Range Transportation Plan for the Pine Bluff / White Hall urban Area.
Transportation Issues:
Please rank in order the top five transportation issues that you feel needs to be addressed in the Year 2035 Transportation Plan. One being the top priority issue to be addressed and five the lowest priority.
1. Widen major streets that are on the transportation plan that provide south-north and east-west traffic movement.
2. Widen major streets at select locations for the purpose of stimulating industrial development.
3. Upgrade existing transit service and facilities that would serve the entire urban area and the maximum trip time from trip origin and destination would be less than 30 minutes.
4. Implement a pedestrian capital improvement program that would include construction of sidewalks and trails that would provide access to entire urban area.
5. Implement a bikeway system that would consist of constructing bike along existing streets and bike trails that would provide access to the entire community.
6. Implement a safety program and capital improvement safety program that would address an array safety issues such as follows. Establish a bicycle safety programs, implement an aggressive road safety enforcement program. Improve traffic signalization, eliminate street jogs.
7. Widen and make improvements to neighborhood streets so as to bring the streets in to compliance with City Street Standards.
8. Implement a pedestrian capital improvement that would consist of repairing existing sidewalks, construct new sidewalks along the streets and constructing pedestrian trails throughout the community that would connect the various neighborhoods with places such as schools, places of employment and commercial areas.

Major road and street projects:
The following is a list of major road and street projects that are being considered to be included in the Long Range Transportation Improvement Program for the Year 2035 Transportation Plan. Please circle the top three projects you feel should be implemented;
1. Harding Avenue – Widen Harding Avenue to 4 lanes from Main Street to Ohio Street.
2. Hazel Street – Widen Hazel Street to 4 lanes from 13th Avenue to I-530.
3. Sulphur Springs Road (SH 54) – Widen Sulphur Springs Road to 4 lanes from U.S. Highway 79 to Lee Springs Road.
4. U.S. Highway 79 – Widen U.S. Highway 79 to 4 lanes from Watson Chapel High School to the County Line.
5. Sheridan Road (U.S. Highway 270) – Widen to 4 lanes from Jefferson Parkway to County line.
6. 6th Avenue/Franklin Street (SH 190) - Widen, curb and gutter From Blake Street to 13th Avenue.
7. Jefferson Parkway/McFadden Road – Widen to 4 lanes from Hutchinson Street to U.S. Highway 79.
8. Claude Road – Widen from Sheridan Road to Princeton Pike.
9. Princeton Pike – Widen from Hutchinson Street to County line.
10. White Hall/Robin Road – Widen to 3 lanes from Sheridan Road to Dollarway Road.
11. Oakwood Road – Widen from Sulphur Springs Road to 6th Avenue.
12. Osborn/Grider Field/Ladd Road – Widen and new construction from the Airport to U.S. Highway 63/79.
13. NCTR Road – New construction from the NCTR Complex to Jefferson Exit on I-530.
14. Georgia Street/Main Street – Widen, curb and gutter, new construction from Harding Avenue to Olive Street.
15. Old Warren Road/Catalpa Street – Widen to 4 lanes from I-530 to 28th Avenue and widen from SH 54 to I-530.
16. Middle Warren Road – Widen from SH 54 to Old Warren Road.
17. Ridgway Road – Widen from Olive Street to Middle Warren Road.
