PINE BLUFF MPO:

SARPC is also designated as the Metropolitan Planning Organization (MPO) for transportation planning for the Pine Bluff Metropolitan Statistical Area.  The formal name of the transportation planning program is the Pine Bluff Area Transportation Study (PBATS).  The PBATS program was established in 1964 in accordance with the Federal Highway Act of 1962, which required urban areas of more than 50,000 population to create and maintain a continuing comprehensive transportation planning process carried on cooperatively by state and local communities in order to meet the transportation needs of public while complying with local, state and federal rules and guidelines. The PBATS Planning Area consists of the portion of the County that is anticipated to be urban in the year 2030.

Each year SARPC develops a work program based on the requirements of the Federal transportation reauthorization act (currently known as SAFETEA-LU) and in accordance with the Arkansas Highway and Transportation Department’s work program and plans.  The work program focuses on a minimum of nine factors required by the Act to be addressed, which range from pedestrian movements to intermodal transportation to capital investments.  Please click on the Transportation link above for information concerning the PBATS planning area and transportation programs and documents.

In addition to the PBATS Transportation Planning Program, SARPC is involved in other areas of transportation planning and implementation of transportation programs.  SARPC has prepared a number of studies for Pine Bluff Transit including route analysis studies, facility studies, and transit management studies as well as a transit operator’s manual, a transit management personnel policy, a transit operator drug testing ordinance, bus grant applications, and bus specifications for new city buses.  SARPC also prepares the bi-monthly agenda and technical recommendations to the Pine Bluff Traffic Committee, which analyzes traffic problems and requests around the City and makes recommendations to the City Council.  SARPC follows up on actions of the Committee, which may include revising the City’s traffic code manual and contacting the Arkansas Highway and Transportation Department.
